The Volksraad shall be conducted with respect and courtesy from all to all.
Only one person may speak at a time.
The lawkeeper will call the Volksraad and issue an agenda beforehand.
The law keeper will chair the Volksraad and identify the speaker.
A person may only speak when identified by the lawkeeper.
If for any reason the lawkeeper cannot attend a Volksraad, she will announce a substitute to act in her place.
All citizens of Armengar are free to attend/not attend the Volksraad as
they wish unless their presence is specifically requested by the lawkeeper.
All citizens of Armengar are entitled to be heard on any matter currently under discussion at the Volksraad.
All citizens may submit an issue for discussion to the lawkeeper prior to the Volksraad.
All citizens may vote on any motion brought before the Volksraad.
Any guest of Armengar may be invited to attend the Volksraad under the provision they show absolute respect for the proceedings.
A guest may speak at the Volksraad if invited to do so by the lawkeeper.
Any attendee who speaks out of turn or disrupts the Volksraad will receive a verbal warning.
Any attendee disrupting the Volksraad a third time in the same session will be removed.
Any attendee that is removed from a second Volksraad will be subject to discipline
by the lawkeeper. In the case of Armengar citizens this may include increased
duties. In the case of guests, their status of guest may be revoked.
